I googled around and the ones I did find didn't work or wouldn't download Sad can any one link me to a WORKING Lua 'compiler' type thing that I can use for the PSP.

Lua is a scripting language.  You don't need a compiler.  The program that runs the scripts is called an 'interpreter'.
