For sound effects, I generally use wav files.

For anyone who's interested, I had serious issues getting the ME to play MP3s that are 22kHz. Now that I've resolved the issue, feel free to look at ScummVM's source code to see how to play MP3s using the ME. I still use MAD to do the simple work of reading through the headers (ie no heavy calculation). It just makes my life easier.

ScummVM also plays multiple MP3 files at the same time.
